Maybe it's because this is a development copy, and not a "public build" such as the Gunstar Heroes sample cart happens to be.

Was the header deal in place the entire life of the Genesis? Or just implemented in the official Sega documentation later.
(maybe it's just the "SEGA" trademark-non-protection deal I'm thinking of?)
(and was EA a licensed developer at the time, or unlicensed?)

As far as I know, the 256-byte header from $100-$1FF has always been there since day one. And, of course, $00-$FF are the 68k vectors, which isn't Genesis-specific.

Well, it's also notable that even Sonic Crackers, a non-public engine test, has a game name in the header.
